S-V Agreement/help

Hello,
I am learning the grammar of s-v agreement. A sentence makes me confused.
It's like “What he says and what he does __ (make) him popular.”
I think the predicate here should be “makes”because the subject is considered as one thing which belongs to people's manner.
Someone gave me another sentence “What he says and what he does don't agree” and he thought the predicate of the first sentence should be“make”according to the sample he gave. The sample sentence means to compare two things and the subject is surely plural.
I think these two sentences are with different subjects, though.

What he says and what he does = 2 subjects linked by 'and', then you have to use the verb in the plural form: make.

Here 'When and where to go' is the subject, it is a notion meaning the decision has not been made yet. The only action is 'to go'.
