Rank second after or to?

Hello Everybody,
I read in a student book this sentence: "Vietnam ranks second only to China for growth in the number of telephone subscribers". I looked this use of "rank" up in the dictionary but I didn't see "rank first/second.. to" I wander if it is wrongly used. I think maybe this sentence should be" Vietnam ranks second only after china for the growth in the number of subscribers".Can anyone help me with this structure please?

Hi Chienthang!
From my mind set rank second to is more suitable because:
_the phrase "second to" is common in English.I've never heard of "second after".
_When we say "rank second after", there is a sort of repetition because something that is second always comes after another!
